The essential features of the management of the new educational system are also 
determined by the fact that it has a complex structure. The main subsystems of the 
modern education system are pedagogical, technological, organizational, economic, 
which are in complex interaction with each other and with other areas of public life 
(diagram). 
The general structure of the modern education system 
Therefore, the most important principle of managing higher education at all 
levels — at the national, regional, municipal, and also at the university level — 
should be the principle of consistency

Management in the system of higher professional education is the integration of 
different levels of educational management. 
Applying the ―management pyramid‖ and correlating it with the vertical levels 
of management in the education system, we get the following: any three main levels 
of management: the highest level of management is management at the state level in 
the field of education (top-management); middle management — management at the 
level of the ministry (middle-management); the lowest link is university management 
(first-management, or low-management). Moreover, each link of the pyramid, in turn, 
can be an ―internal managerial pyramid‖ consisting of the same links, but within the 
limits of this specific level. 
The effectiveness of such a management system in the system of higher 
professional education depends on the degree of interconnection of these levels and 
their continuity. And the evaluation of managerial decisions at all levels is embodied 
in the effectiveness and success of university management.
