party or movement is driven by a spirit of alienation, secret knowledge, privacy, 
and conflict with the larger community, it moves inexorably toward even greater 
isolation and radicalization. Such a transformation of HT is already evident, even 
as we hear repeated assertions of its peaceful intentions.
To be sure, the activities of HT in England, where it is headquartered, are 
peaceful, for the simple reason that they have no alternative but to bring their 
activities into line with local laws.

Indeed, favorable economic conditions in 
Europe allow many party members to engage in profitable businesses that in turn 
feed HT’s treasury. But if any Central Asian country were to legalize HT (which 
most Muslim countries have resolutely refused to do), then it would perforce have 
to yield to its rules, which means abandoning a policy of tolerance and interfaith 
harmony, becoming mono-confessional, and breaking off diplomatic relations with 
all “infidel” states. It also would mean adopting as national policy sharia law and 
the militarized form of jihad expounded in party literature.
The contrast between HT’s purported tactic of peaceful methods and the reality 
of its strategy is vividly evident in HT’s English-language updated regulations and 
articles in its local language publication al-Wa’y (June, 2001). The former, delivered 
as a report at an international conference of Muslim students held in December 1989 
in the United States,

extols democracy and related values. The latter features a 
discourse on contemporary suicide bombers, and soberly champions the use of a 
suicide bomber belt (a waistband with bombs) in peaceful crowds, on buses, and 
other targets. Never mind that modern theologians unambiguously denounce this 
as suicide, which is anathema in Islam. The anonymous author of the article in al-
Wa’y 
denounces such fatwas and reiterates HT’s conviction that in waging jihad 
against infidels all means are acceptable. The article laconically concludes that “the 
Muslim who blows himself up to destroy the enemy is, by Allah’s command, a 
martyr.”

in Palestine who killed or wounded fifteen people.

martyrdom was “an expression of love” for her two now-orphaned children. Similar 
tracts focus on jihad against American operations in Afghanistan and further attest 
to the extreme radicalization of HT.
Some have argued that the radicalization of HT occurred only when it was 
rejected by the majority of Muslims in Central Asia and suppressed by the gov-

ernments of that region. But the very first HT emissaries in the region arrived 
with an uncompromising commitment to confrontation.

From the start they 
were branding conservative local Muslims as “the henchmen of Islam’s enemies” 
and denouncing the Americans, Russians, and other “infidels.” It is therefore no 
surprise to discover that the first HT emissaries in Central Asia made absolutely 
no effort to legalize their party. Instead, they have focused on organizing branches 
across Central Asia, as well as in Azerbaijan, Russia, Ukraine, and Belarus, and 
on upgrading their presence on the Internet. Meanwhile, their self-proclaimed 
successes have been limited to generating some vague sympathy toward the party, 
while their active support among the faithful seems to have waned. This does not 
mean that HT will quit any time soon, since the problems that foster sympathy 
for them remain: a continuing crisis of identity in the region, the weakness of 
religious counter-arguments, inexperience on the part of organs of government, 
and conflicting legislation in the various countries.

of those who view HT with sympathy is large, even though the number of active 
member is insignificant.

believers in the Ferghana Valley.

Indeed, HT tends to respond faster and more 
openly to socio-economic problems than do most journalists. HT skillfully and 
successfully plays on the unwillingness of journalists to say anything critical of 
government. HT presents the greatest danger in societies where official ideologies 
are weak or unconvincing, and where official bodies do not openly discuss, analyze, 
and thus eliminate problems facing the communities. In the face of increasing social 
differentiation and the decline of social protection, HT calls for social and economic 
equality, which finds a receptive audience among youth and the unemployed. The 
fact that society is long exposed to Soviet slogans about the “equality of workers” 
and “fair and equal distribution of public goods” makes people the more receptive 
to ideas about the “natural equality in Islam.”
