are employing the same technique as Muslim fundamentalists who argue that sharia 
law is not subject to interpretation and must be accepted whole.
The debate over shashmakom also reflects concern over the culture and identity 
of the Ferghana Valley itself, a region to which political, religious, and even cultural 
dissidents have flocked over the years. Shashmakom also thrives in Azerbaijan and 
Iran itself, both solidly Shiia nations. In both settings the shashmakom performance 
style is more free and emotional than the Bukharan version, the product of a solid 
Hanafi Sunni culture. Both the Ferghana-Tashkent and Khujand styles share these 
qualities, which, by analogy, involve interpretation rather than literalism, and there-
fore represent a kind of Shiite attitude to the sacred or canonic text. The concerns 
expressed in Dushanbe trace ultimately to the fact that the entire Ferghana Valley 
has strong Sufi traditions that recall Shiism, in spite of their having been accepted 
by orthodox Sunnis as early as Ghazali in the twelfth century.

cultural symbol and even as a political resource. But in the Ferghana Valley itself, 
shashmakom
is nothing less than an elemental spiritual phenomenon. People listen 
to it everywhere—at weddings, official receptions, bazaars, and even bus stations. In 
many respects shashmakom fulfills a therapeutic role for residents of the Ferghana 
Valley, easing psychological tensions and restoring spiritual balance to people 
throughout the region. Shashmakom is a state of soul for every Ferghana Valley 
resident, helping him restore harmony amid the disruptions that prevail everywhere 
in a region divided by contending ideologies and identities.
