part of roadmapping exercises, because the implicit value is 
efficiency
of means to given ends.
Likewise, innovations are seldom assessed by their social value and contribution to democracy. The 
future democratic consequences of decision systems are not analysed. For example, the decision 
to allow irradiated or genetically engineered foods has implications for democracy. It could mean 
corporations are taking ownership of the whole food chain.

This could reduce future democratic 
choice irreversibly. Similarly, roadmapping could easily lead to trends that are in ultimate conflict 
with ecological integrity. For example, science roadmapping tends to favour actions or investments 
that are measurable (in numbers) or profitable (in money) in the short term to justify each strategic 
investment. Due to its internal logic, then, values like equity and health and other whole systems 
issues may be allocated a lower priority where they conflict with efficiency. The point is that all tools 
have embedded assumptions, and tools from the world of business have little to do with the ethical 
nature of sustainability issues.
But would ethics and altruism really be a realistic alternative anyway?
Not in the current win–lose ‘dominant paradigm’. Here, altruism is seen as irrational, and incidental 
beneficiaries are seen as ‘free riders’, or burdens rather than benefits. Sustainability decision tools 
should enable us to shift from win–lose thinking to positive design thinking. An alternative approach 
would be to start from fundamental sustainability principles to develop strategies for determining 
and implementing positive contributions to whole systems health. This means investing human 
resources in the design of eco-governance or constitutional approaches that advance ‘non-negotiable’ 
values like sustainability. Future democracy – or the ability to have genuine input in decisions on 
what really matters – requires a biophysical environment that is reversible, diverse and adaptable

and keeps future options open. Making people free from harm and healthier would entail both 
‘substantive’ and ‘procedural’ due process [Chapter 13]. Some would argue that current decision-
making is democratic because present generations have, in a sense, chosen a non-sustainable world.
But the notion that people voted and therefore endorsed the destruction of their life-support system is 
of course nonsense. Substantive democracy would instead mean that such basic irreversible decisions 
would actually be debated and voted upon. Decisions would flow from deliberative processes, not 
from an invisible hand operating under the table. Substantive democracy would also mean that one 
group, generation or country could not make terminal decisions for other groups, generations or 
countries (eg biotechnology or human cloning). We simply do not have institutions or tools that are 
designed to deal with such higher order issues like sustainability.
