Why can’t roadmapping deal with higher order issues like sustainability? 
Roadmapping and other design and decision aids that we have examined thus far cannot address 
higher order issues because they are largely strategic tools that help us to 
chose
by comparing costs 
and benefits, not to 
create
new physical and institutional environments [Chapter 12]. Roadmapping 
or other tools could, of course, be applied within a broader sustainability framework. This will 
not happen on its own, however. The problem can be illustrated by a US Department of Energy 
roadmapping exercise aimed at identifying the research and development needed to foster carbon 
sequestration.

Sustainability roadmaps must start from sustainability basics. For example, the 
study did not ask ‘How do the proposed technologies and strategies work to enhance the whole 
systems health of the community and ecology?’. It did not ask ‘Will geo-sequestration keep future 
options open or will it, instead, perpetuate a reliance on fossil fuels?’. Nor did it consider the risks of 
continuing in a fossil fuel pathway. After all, we cannot begin to sequester all the CO
2
that is currently 
being emitted. While fossil fuels must eventually run out, that fact will not alter their ongoing 
legacy. As Hermann Scheer has documented, the fossil fuel supply chain underpins modern society.
Yet it is harmful at all stages of production, delivery and consumption, and is one of the biggest 
threats to world democracy and peace.

The roadmapping exercise (like assessment, auditing and 
reporting methods) avoided the fundamental sustainability issue by starting from the status quo, not 
sustainability. Yet simultaneously it also implicitly counted the previous sunk cost (prior investment) 
in existing coal-fired power plants.
Surely the case study examined the whole range of issues and alternatives?
Only within a limited range of parameters. The tacit premise was apparently that the solutions would 
need to be large-scale industrial processes, presumably to suit established investment institutions.
Therefore even the kinds of ‘bio-absorption’ alternatives that were selected for investigation in the 
study would require further investment in the fossil fuel system. This, in effect, would take investment 
away from low-tech, adaptive, eco-economical strategies that were not included in the balance sheet.
Nor were creative, decentralized financial mechanisms considered. Further, the study indicated that 
geo-sequestration is dependent on several basic scientific discoveries in numerous fields that may 
not materialize. It did not therefore even represent a ‘precautionary’ or risk-averse strategy, but was 
rather a proposal for further subsidies to industrial systems. In effect, such studies minimize the 
risks to previous investments. They protect the sunk cost in fossil fuels, despite the fact that it is not 
usually considered wise for businesses to count the sunk cost in their decisions. The study did not 
look for the best way to source and generate power. One could only conclude, then, that the tacit

objective of the roadmap was to find the best way to support existing industrial interests to preserve 
the fossil fuel system. If we instead start with threshold questions concerning sustainability, we might 
not direct so much talent, energy and money to driving in the same vicious circles.
