Don’t corporatist decision-making processes help to build bridges?
Except for public interest groups, the parties at the table (industry and ex officio representatives of 
statutory authorities, cabinet, unions, etc) generally have a direct interest in resource allocation and 
exploitation for their political survival. Their agenda is to obtain access to natural (and other) resources 
for their constituents. Of course, the aim of the representatives of environmental organizations is 
environmental protection. However, in interest group politics, the issue is how to 
allocate
or divide 
up resources (eg between conservation and development). Sustainability – the expansion of future 
options – is in direct opposition to the nature of corporatist decision-making. Corporatism was never 
voted upon by the general public or their representatives. In fact, in Australia, the basic decision-
making offices of government (eg Cabinet and the Prime Minister) – let alone corporatist resource 
allocation – were not even anticipated or mentioned in the Constitution. Both the official government 
system in Australia (ie rule by convention) and corporatism (ie rule by collusion) were the outcome 
of the interplay of power relationships over time. They were not the outcome of deliberative and 
democratic institutional design to create a secure, healthy and equitable future. Arguably, then, 
public–private+community partnerships and cooperatives have more potential than corporatism 
to address sustainability issues through direct action. In any case, they can be more open than 
political parties facing elections or public–private partnerships sheltered by ‘commercial in confidence’ 
provisions.
Are public–private partnerships an alternative to corporatist decision-making?
They are not always very dissimilar. However, partnerships are more project-oriented than policy-
oriented. They could be a means of implementing net positive projects that demonstrate the 
potential of development to improve existing social and ecological conditions. A cross-cultural
cross-sectoral approach is necessary if industry and government are going to increase the public

estate, instead of ‘pork-barrelling’. However, public–private partnerships have thus far tended to 
exclude the community. In fact, such conventional partnerships raise the risk of ad hoc corporatism.
Even if partnerships are inclusive of community representatives, corporatist processes will often 
determine the major decisions: what, when and where land and resources are allocated or developed.
Partnerships only have the potential to be transformative if they include the community 
and
have 
adequate procedural and substantive safeguards.

The ‘third sector’, or businesses which reinvest their 
profits into social goals, is also beginning to rise to the occasion. While cooperatives, third-sector 
businesses and public–private+community partnerships could be a vehicle for creating exemplars 
of sustainability, however, sustainability also ultimately requires social transformation. As many 
involved in social change generally agree, paradigm shifts and value change require face-to-face, 
interactive learning, which can only be achieved through collaborative projects. Thus a new public 
arena for dialogue, debate and collective action concerning ethical issues is needed that can support 
both conflict resolution and social transformation.
