Is this to suggest that technical research is influenced by power relationships? 
This is old news. As we saw, in Australia, ‘clean coal’ (an oxymoron) research has been well funded, 
while renewable energy – though proven to work – continues to receive relatively little funding. A 
major portion of government funding in Australia is instead going into geo-sequestration for removing 
and storing a percentage of the CO
2
emitted in energy production. ‘Geo-sequestration’ means piping 
carbon from fossil fuels back into the ground, where it will remain for a couple of hundred years or 
so. The amount of money spent on geo-sequestration would have funded solar cells on thousands of 
homes in Australia. This would have greatly reduced the need for power plants, and greatly reduced 
the cost of the solar cells through economies of scale. Geo-sequestration may be a financial as well 
as physical ‘black hole’. Pensioning off fossil fuel industries and coal miners might be justifiable on 
social justice terms alone (ie to reduce the pain of change). But geo-sequestration can also prolong 
the transition to a solar economy. By fostering the ‘sustainability of fossil fuels’, geo-sequestration

perpetuates the transfers of public funds to ‘fossilized’ forms of development that damage health, 
while increasing resource consumption and disparities of wealth. It also directs public funds away 
from things like eco-retrofitting which could improve public and ecosystem health and distribute 
environmental benefits to a greater number. Allocating resources to the industrial processes that cause 
global warming – instead of investing in well-known, low-risk solutions – can only be explained by 
the 
past
accumulation of power through resource control and resulting concentration of wealth. As 
resource and wealth are transferred to private interests, the public gradually loses effective control 
over both resource distribution and consumption.
