INTRODUCTION After the Independence of Uzbekistan there have been great positive changes in the social life of the people and also in all aspects of society. The changes in the Education system of Uzbekistan have been carries out according to the requirements of “National program of training personalities”. The Decree of the First President Islam Karimov “On the measures for further improvement of foreign language learning”1 as of December 10, 2012 is a key factor for modernization of teaching foreign languages at all stages, in which the importance of teaching and learning English across the country were pointed out. So, foreign languages become one of the main subjects at all educational establishments.
On February 7, 2017, the President of Uzbekistan Shavkat Mirziyoyev signed a decree “On Uzbekistan’s Development Strategy”2.
The document has approved Uzbekistan’s Five-area development Strategy foe 2017-2021 where development of education and science is pointed out facilitating in-depth study of foreign languages. Every language contains Proper nouns which is important fragment of language world picture, because language with the help of Proper nouns everything we can see or discuss is represented by a word that names it. Lingua-cognitive features of Proper Nouns reflect huge reserve of different kind of knowledge that play essential role in the studying of foreign languages.
The President of the Republic of Uzbekistan Sh. M. Mirziyoyev’s report in extended meeting of Ministers legal office on January 16, 2017, “The Results of socio-economic development of the country in the 2016 and the intended economic program for the most important priority areas are devoted to in 2017,” was emphasized that “Education and science education in the implementation of the state policy about the youth – new modern methods of teaching and the introduction of information technology in the education sector as well as the implementation of the tasks for the future of youth, is strategically important for society and the country’s future”3.
The rapid development of corpus linguistics in recent decades has led to fundamental changes in the field of lexicography, followed by changes in the field of teaching a foreign language, as well as “planned contours of a new language model, which differs in a number of significant respects derived from the usual models that developed in the last quarter of the 20th century. These changes have become so radical that they often described as revolutionary.
