the party structure. The nomenclature system of elite accumulation applies. Such 
systems appeared in the former USSR in the last century. The only Communist Party 
in the state ruled. The country was headed by the Central Committee of the Communist 
Party.
In authoritarian political systems, it is somewhat softer than in the totalitarian 
system. In the society, in addition to the political sphere, other spheres are given 
freedom, the authorities conduct electoral games to maintain their legitimacy. Political 
parties are also structured from above and operate to facilitate the policies of the elite. 
All the parties established are under strict state control, they are limited both in open 
public participation in elections to the parliament and regional representative bodies, 
and in which party is the elites of government, the same party in the election will win 
an absolute victory. On the basis of appointment, not election to the government, the 
elite is formed, and individuals who are members of the party can enter. Membership 
in the party here is a conditional adverb.
In countries where democratic principles are preferred, unlike authoritarian and 
totalitarian societies, political parties have become an important part of the life of the 
state and society. In the same democratic societies, political parties are the main 
political institution that forms the parliament and the government on the basis of 
elections. In democratic political systems, party systems also come in the form of two 
-, two-and-a-half and multi party.
Having a vertical linkage of the people and the state, practically participating 
in all stages of political processes, the party turns out to be one of the most important 
pillars of the distribution of the status of power in society. Political parties primarily 
seek to seize political power and fight for its use, based on the interests of its supportive 
groups. On this basis, for all the joints of the political system, the delivery of leading 
personnel, the selection and collection of the elite is one of the most basic functions of 
political parties. Professional personnel put forward by them actively participate in the 
management of state and Public Affairs. In the formation of such personnel, political 
parties formulate the characteristics and skills of political socialization of citizens, their 
participation in relation to power. While they are fighting for the electorate, they study 
the problems in the population, determine for themselves the tasks for which they 
should be dealt with. The main tool for the solution of the problem is the definition of 
disagreements with other forces on the solution of problems and the main means of 
Social Development. According to American scientist E.Schatschieder, "the
