party in society - its transformation into a party of government as a result of its active 
participation in the formation of the composition of the parliament and the composition 
of the government. This determines the effective management of the state and society 
as well as the effectiveness of the elite era formed by them.
In conclusion, it can be said that from the theoretical political models 
(scenarios) considered within the framework of a small article, it is unlikely that he or 
she will see the face of life. In our opinion, it is worthwhile to approach this issue more 
seriously and take practical measures. Another notable aspect of the problem is that the 
political world is characterized by unpredictable changes, just like the spring weather, 
it can embody both summer and autumn, and winter and spring in one day.
Recommendations. In our opinion, in order to study this issue in depth in the 
future in our republic, we consider it appropriate to study the following issues:
Concept analysis of factors affecting the formation of political party system; 
Formation of batch systems;
The main problems in financing political parties in the conditions of developing 
countries (non democratic)
Opinions on the organization of new types of political parties
Will political parties live in the XXI century (in particular the CIS region)?
To identify the uncertainties regarding the driving forces of party systems: 
state
political system 
civil society
The enmity of one of the rich and poor to the other 
Land-related issues 
Religious struggles
Struggles between the state and the mosque 
Struggles like nationalism
Disputes between the center and peripherals (regions)
Disputes between property owners and workers (for example, disputes over the 
adoption of the law on privatization of land or the nationalization or privatization of 
the economy)
Discussions on expanding public authority or expanding trade freedom
