The parties carry out the highest level of their functions on the provision of 
elites in elections. The fact that he won the elections, or participated in the formation 
of the ruling elite in legislative bodies as well as in the government, gives the 
opportunity to participate in the selection and placement of management personnel. 
But the elections are only the most active stage in the activities of the parties. After the 
elections, they will organize actions and other activities in the media, which will give 
support to the ruling order, calling for the right (or wrong) of the chosen path of the 
population to believe (mistrust) the way of the ruling (or oppositional) elite to support

the ruling elite and create the necessary conditions for them to take a good place in the 
coming elections from power.
He can change the supreme political power by expressing his views on 
domestic and foreign policy issues, which he has put forward in his programs. Criticism 
of power, in addition to going into conflicts with it, also manifests itself as a means by 
which political parties help in the organization of power bodies and its effective 
functioning. In particular, in parliamentary republics, when the government is in crisis 
and the inefficiency of the elite is foreseen, the macro parties unite with the ruling party 
in the coalition and take the elite out of the situation.18
Electoral institutions perform the most basic function in the institutionalization 
of political parties.19 The institutionalization of political parties is the participation of 
parties in the life of the state and society and in their management. For the institutional 
formation of political parties, it covers a number of issues, such as the establishment 
of constant contact with their own elites, the organization of state bodies of power 
through elections, the delivery of candidates to them. The high level of
