Today, we are witness to scientific and technological advanced achievements, 
modern communicative technologies, Especially, Internet network systems provided a 
great impact to the cooperating and integration through opening all kinds of borders. It 
is impossible not to pay attention to the fact that such kinds of high and bright 
achievements of humankind are being used for the wrong purposes who aims negative 
self-interest as a weapon.
People’s, especially, the youth’s background and thought, spiritual life are being 
spoilt and its causes and results, long-lasting effects are becoming important task in our 
life. In the process of globalization, the new term “Information War” has been 
discovered. “Information War” is the movement of effecting to the enemy’s information 
center in order to fulfill strategic purposes against them. “Information War” is the 
attempt to create necessary way of changing the social thoughts and community 
background, effecting to the enemy country government, social and religious 
institutions and their decisions the means of influence are press materials, books, 
newspapers, magazines, electronic Mass Media and the radio, various disks, films, 
serials, Internet and telephones.
According to the historical statistic information, the radio spent 40 years, the 
television spent 14 years to cover the auditory interest. But 4 years was enough to do 
this to the Internet. In the beginning of XX century, German philosopher Gustav Lebon 
divided four main methods to effect to the person’s mind: they are to absorb, to infect, 
to imitate, to persuade.

background of such product producing companies and their customers’ desire.
Every nation in all over the world is worry about being popularized of this kind of 
Internet sites. So, regular information flows have both positive and negative impact to 
the whole world population, especially, to the youth.
