RECOMMENDATIONS 
 
For the government: 

adopt annual National Action Programmes for the implementation of 
measures for the transition to a «green» economy, which should include actions to 
ensure decent work. Such measures should be considered when planning 
«Contributions determined at the national level», as required by the Paris Climate 
Agreement to which Uzbekistan is a party. Trade unions are ready and should be 
involved in such discussions;

develop a Program for 2021-2030 to raise awareness about the Strategy for 
the Transition of the Republic of Uzbekistan to a «green» economy for the period 
2019-2030 and the Trade Union Strategy for a fair transition to an environmentally 
sustainable economy through the creation of «green» jobs until 2030;

consider and promote those international labor standards that are most 
relevant for a fair framework for the transition to an environmentally sustainable 
economy and society for all;

include provisions on equitable transition in national plans and policies for 
achieving the Sustainable Development Goals; 

create and strengthen the institutional and technical capacity of local 
authorities at the regional and local levels; 

provide opportunities for the participation of social partners at all possible 
levels and stages of the political process through social dialogue and facilitating 
consultations with relevant stakeholders; 

encourage and actively participate in joint efforts between governments, 
employers’ and workers’ organizations, with the support of international 
organizations, to stimulate policies for the transition to environmental sustainability; 

it is advisable to include in the composition of the Interdepartmental Council 
for the Promotion and Implementation of the «green» economy in the Republic of 
Uzbekistan, approved by the Decree of the President of the Republic of Uzbekistan 
«On approval of the Strategy for the transition of the Republic of Uzbekistan to the 
«green» economy for the period 2019-2030» №. PP-4477 dated 04.10.2019, the 
Ministry of Employment and Labor Relations of the Republic of Uzbekistan.
