Rehabilitate and modernize power sector technologies, 
infrastructure, and equipment. 
This will address inefficient generation, 
transmission, and distribution, and will minimize energy resource depletion. 
Rehabilitation and modernization strategies should have finite, measurable, 
and accountable targets.

Improve electricity metering at all levels, with special emphasis on 
metering the end-use consumers.
Disseminate the ongoing smart 
metering pilot project countrywide so as to allow prepaid electricity supply 
and thereby virtually eliminating commercial losses by decreasing them to 
as low as 1%–2%.
(vii) 
Further improve the regulatory system through the established 
Ministry of Energy as the independent energy regulator
. A good 
regulatory system should be built on the principles of independence, 
transparency, and consumer and investor protection. Independence of 
the regulator means autonomy from the government in terms of function 
and financing. Transparency means predictability of decision-making. 
This requires the regulator to promulgate rules, regulations, and policies, 
and to enforce them objectively. Key policy documents and guidelines 
should be publicly available. Investor and consumer protection requires 
carefully balancing the interests of the government, service suppliers, and 
consumers (UNIDO 2009). This is particularly crucial in deciding on a 
tariff determination methodology, which should be anchored on the goals 
of protecting consumers and facilitating investment while supporting the 
development goals of the government.

Review the tariff setting policy. 
Aim at creating cost-recovering tariffs 
for electricity consumers. Revise the current subsidized tariff policy, which 
stimulates excessive consumption. Energy efficiency and conservation 
require a shift in consumer behavior, which in turn requires the right 
energy price-setting mechanism, regulations, and sufficient infrastructure
(IGES 2013).
