The reforms may include improving the system for tariff setting, whereby 
the number of adjustment factors are minimized and all types of cross-
subsidization in railway transport are reduced.

Improve customs and border procedures for imports and exports. 
To enhance the flow of traffic across borders, simplify customs laws and 
regulations, harmonize border crossing procedures, establish joint border 
crossing facilities with neighbors, and automate procedures of border 
control agencies to improve control and facilitate data exchange.

Develop the infrastructure for multimodal logistics centers, labor and 
management training, and market access to private entrepreneurs.
Border infrastructure needs to be modernized and made more efficient to 
support the growth of the logistics industry. 
The following recommendations are specific to improving the performance of 
the energy sector, to enable it to play a more significant role in Uzbekistan’s 
economic growth.

Implement an energy sector plan that outlines the framework for 
developing the sector
. Base the plan on a comprehensive assessment 
of the sector’s hard and soft infrastructure. The plan should spell out the 
sector’s vision, priority areas, and targets for the short, medium, and long 
terms. The plan should also consider actions necessary for completing 
the unbundling process in the power sector with an overarching goal of 
attracting private sector investment. Set up a monitoring and evaluation 
system to ensure the effective implementation of the plan.
