Make the infrastructure sector more climate-resilient. 
While planning 
infrastructure projects, take the increasing incidence of climate anomalies 
and natural disasters into account, as well as the diminishing water 
resources, which will challenge all infrastructure subsectors. 
(v) 
Explore new sources of funds to construct new and update and 
maintain existing infrastructure.
The PPP is a promising financial 
mechanism for infrastructure projects. The introduction of efficient PPPs 
would enable more rapid financing of infrastructure projects; strengthen 
national financial institutions; increase the country’s capacity to diversify 
sources of the state budget; expand the export potential of the country 
by reducing inefficient domestic resource use; and, where foreign investors 
are involved, enhance efforts to promote cooperation on regional trade 
and sustainable development. PPPs may be pilot-tested by contracting out 
services such as billing and collections.
(vi) 
Create dedicated and independent public–private electricity, natural 
gas, oil, road, railway, and water utility funds
. The proposed funds, plus 
well-designed economic and legal frameworks, could establish transparent 
and favorable public–private financing mechanisms that will directly and 
indirectly increase the government’s capacity to leverage private and 
other public resources; create a pool of long-term capital; promote the 
long-term viability of infrastructure financing mechanisms and growth 
of utility (infrastructure) companies; offer access to knowledgeable and 
professional teams of investors who can provide managerial support to the 
companies in question; and contribute to awareness-raising and capital-
building efforts.
