Coordination at the bottom levels also needs to be strengthened to 
promote efficient and effective decision-making.

improve the financial performance of the sector, and attract private 
sector investment
. Given the large financing gap, it is crucial to allocate 
limited resources efficiently by institutionalizing economic analyses of

the costs and benefits of a project as a basis for comparing projects 
systematically. This allows sound project appraisal, evidence-based 
decision-making, and minimal political maneuvering. The private sector 
is a potential source of investment. A good starting point for determining 
how to attract private capital is a thorough assessment of the enabling 
environment for private participation. The results should be the basis 
for legal, regulatory, and institutional reforms to create a more favorable 
environment for private companies to participate in infrastructure projects.

This is necessary to finance 
road maintenance, further electrify railways, upgrade the rolling stock 
of railways and truck fleets, develop logistics infrastructure, expand the
