How would increases in such spatial resources be measured? 
Space is generally measured in reductionist, non-qualitative terms, such as dwellings per hectare, 
or square metres per person. These figures are often used as ‘sustainability indicators’, regardless of 
whether or not new development is sustainable. Yet people cannot even seem to agree on whether 
more space per person or less space per person is an indicator of sustainability. The aim of design 
should 
not
be simply to reduce space per person. The aim should be to reduce resource consumption 
per person – while increasing accessible social and ecological space, amenity and ecosystem services, 
and solar resources. Green open space (both internal and external to buildings) has been largely 
overlooked as a means of accommodating the ecological, social and economic needs of urban 
residents. Designs can provide for social purposes while supporting ecosystems and their services 
in 
existing
urban areas. Ecological space, the effective ecological area provided in a building or 
development, would be easy to measure. We cannot measure ecosystems, but we can use surrogates, 
such as square metres or ecological space per person, floor area allocated to the provision of eco-
services, and so on. Ecological space is a measure of 
positive
impacts. It is almost the opposite of the 
‘ecological footprint’, which is a measure of 
negative
impacts that can only be reduced. The inclusion

of ecological space in private development could be a condition of construction or renovation, or 
provision of development credit. Planning provisions have long required public amenities in exchange 
for development privileges, such as public plazas or roof gardens for climate mitigation, so this would 
not be difficult.
