How can we break these vicious circles and change to sustainable systems?
A hierarchy of eco-solutions could assist in guiding public investment towards programmes that 
re-direct jobs, energy and innovation towards whole systems improvements (below). Through a 
hierarchy of eco-solutions, planning or the public sector generally, could assist the identification 
and implementation of new business opportunities according to their potential to drive systems 
re-design. Currently, when an industry or government procurement office chooses a product, it 
can refer to green purchasing guidelines, product or building rating systems, and/or specification 
tools. These estimate the negative impacts of alternative products, designs or materials [Box 30].
They generally rank products by how little harm they do within the existing system of development; 
they do not expose the whole system impacts (eg a living wall requires maintenance, but so do other 
walls). Certification and labelling systems are effective in providing consumer information about 
products that are on the market.

However, they do relatively little to encourage new products that 
might transform whole systems. This is because such tools do not identify public needs that private 
and/or public sector investment could target through innovation. For example, we sometimes rank 
different timber by how responsibly managed the forest was.

This, of course, is important [Box 36].
But we are putting more sustainable timber into excessively large suburban homes, while ignoring 
the needs of the homeless. Also, green labels do not protect good products from political activity, 
subterfuge or espionage from competitors that still feel threatened by higher standards.

Conventional 
products still have a home court advantage. At the very least, then, we need better forms of ethical 
technology assessment.
