How does the conventional state–market model create blame games?
The dualistic public–private or state–market model has masked the fact that both the state and market 
prioritize individual wants over collective rights, and rights over responsibilities. The dichotomy 
directs our attention to superficial debates: who should decide, or where decisions should occur.
The debate has been largely over which side of the coin can be trusted with our future: the private 
or public sector. Given the amalgamation of corporate and state interests, this is a false dichotomy.

Those advocating private enterprise characterize the public sector with terms like ‘bureaucratic’, and 
associate the private sector with terms like ‘entrepreneurial’. Those advocating a stronger public 
sector characterize the private sector with terms like ‘capitalistic’, and associate the public sector with 
terms like ‘equity and accessibility’. The real issue is not the respective morality of bureaucratic and 
corporate players, however. The issue is which decisions should be made, and what decision-making 
structures and processes are most suitable for the nature of those decisions. So a new decision sphere 
could help us escape the vicious circles caused by this dualistic thinking and the false choices that 
they create. Sustainability is too important to be left to the markets or political arena, which have 
proven inadequate to the task. For the community to take responsibility, a new sphere will need to 
be created, in which collective decision-making processes and methods are tailored to the ethical 
dimensions of environmental issues.

Isn’t it too much trouble to restructure or add a new decision arena?
On the contrary. What we are doing now is too hard, but for the fact that we have been doing it all our 
lives. Besides, over the past few decades, managers in government, corporations and universities have 
embarked on major restructuring processes almost continuously (known as ‘managerialism’). Some 
cynics suggest that the drivers are largely personal agendas, like consolidating control, re-branding 
or downsizing the organization. A new planning sphere, in contrast, would be designed to contend 
with issues like human survival – issues that have fallen through the cracks in most organizational 
restructures. ‘Add-on’ institutions, like sustainable development advisory groups or sustainability 
commissioners, have had little tangible success. Nor has the mere expansion of existing state and 
regional planning systems sufficed. These only serve to muddle accountability. The new model 
would clarify the system of governance by realigning rights, wants and needs with the appropriate 
type of decision-making structures and processes – a democratic state, the market and sustainability 
planning. The new mandate would be to prevent conflict by expanding future options. Planning 
would be reconceived as a community-building and ethics-based process for determining collective 
social, economic and environmental goals in the long-term public interest. Therefore planners, with 
varied training, would help communities identify and prioritize public investments that have net 
positive impacts (aided by ET, RT, CI and/or EW analyses). They would not just open up suburban 
land or infill urban spaces to appease consumers and/or producers.
