Solicitor: After discussion, T. Geary advised that it would be all right to block off the area of Helen Clark Playground where the basketball court drainage work is needed and to open the rest of the park.

Treas. Treasurer’s Report: E. Stitt reported the following June 30, 2011 balances in the Borough’s accounts: General Fund, $186,869.67; Garbage & Refuse, $4,548.14, Liquid Fuels, $52,033.52; and Sewer Recovery, $248,283.31.
Collected Garbage Fees totaling $3,842.12, including $2,787.12 in delinquents, and Sewer Recovery Fees totaling $25,515.33, including $5,661.27 in delinquents were collected in June.
Police Mayor/Police: M. Dufour read the report of Police activity for June. There were 20 total calls, one criminal arrest, 3 traffic and 6 non-traffic citations.
Vandals M. Dufour reported getting an e-mail from the Neighborhood Watch stating that someone is smearing meat products on vehicles causing damage to the finish.

The regulasr meeting of North Apollo Borough Council was called to order at 7:00 PM in the conference room of the municipal building by President R. Crosby, who led the Pledge of Allegiance. Roll Call of Members: Present were D. Acker, W. Campbell, R. Crosby, and M. Dufour. Absent was E. Hall. Also present were Mayor E. Artman, Solicitor T. Geary, Secretary E. Stitt, B. Bothell from Senate Engineering, and Equipment Operator B. Beck.
Minutes Minutes of the meeting of July 11, 2011 were accepted as presented by motion of D. Acker, seconded by M. Dufour – ayes 4, nays 0.
Acheson Correspondence: Kiski Township Police Department requested that Acheson Avenue
Closed near the Fire Hall be closed on August 2 in the evening for the Neighborhood Watch National Night Out. Motion was made by D. Acker, seconded by M. Dufour, to close off Acheson Avenue from 16th to 17th Street the evening of August 2, 2011 for the National Night Out.
Teamster Teamsters Local 538 sent a request to begin negotiations on the new contract for the
Contract street workers.
Flood Solicitor: T. Geary reported that the new Floodplain Ordinance is being prepared using
Ord. the model ordinance.
Hilty The Water Authority is going to install a new water line for the William Hilty property
Water on 12th Street, but Hilty will also have to install a new line from the street to his house.
Tresco Tresco Paving was sent the Notice to Proceed for the 2011 paving project. Tresco e
Contract -mailed that work would not begin until last year’s contract is settled. Reply was sent that that would be an anticipatory breach of contract, and if the work isn’t done, the Bid Bond will be taken and the job re-bid.
Delap. It was discovered that no estate was ever opened for the Eugene Blystone property, but
Props letters are ready for the Brueggeman and Dixon properties on Robbins Avenue advising them to correct deficiencies on their properties.
YLAP The Young Lungs at Play smoking prohibition at the parks will be a policy rather than an ordinance. It will be ready for the September meeting.
Delinqs. The lists of delinquents were discussed. The accounts unpaid will be turned over to the Solicitor for action.
Acct. Bal. Treasurer’s Report: E. Stitt reported the following July 31, 2011 balances in the Borough’s accounts; General Fund, $168,190.47; Garbage & Refuse, $1,703.51, Liquid Fuels, $50,644.64, and Sewer Recovery, $243,844.09.
Collected Garbage Fee collections for July totaled $3,660.11, including $3,588.61 in delinquents. Sewer Recovery Fee collections totaled $14,155.34, including $9,618.90 in delinquents.

Mayor’s Report: E. Artman read the Police Report for July. There were 21 total calls, Police
1 criminal arrest, 1 traffic citation, and 6 non-traffic citations.
B. Beck questioned Kiski Township’s Police coverage of the Borough, given recent Police
cutbacks in Police hours. After discussion, it was decided to have T. Geary write a letter Hours
to Kiskiminetas Township advising that the Borough wishes to renegotiate the contract
for Police service.
Public Safety/Grants: Nothing to report.
Finance: D. Acker reported that $1,132.94 in Wage Tax was received from Berkheimer W/Tax
in July.
Motion to pay the bills presented was made by D. Acker, seconded by R. Crosby – Pay Bills
ayes 4, nays 0. (See Voucher Register for August, 2011).
Streets: B. Beck reported that Bier Excavating gave an estimate of $1,900.00 to replace Gamble
the sanitary sewer along 17th Street that goes to the Edward Gamble property. Sewer
B. Beck noted that Clark Avenue is in bad shape, washed out where it was graded last Street
year. The storm drain at the top of 16th Street is getting clogged with debris from Kiski Report
Township. T. Geary noted that the landowner will have to correct this. The Shane Toland
property at 402 20th Street flooded again. It was advised to give Shane Bartha/Toland a
copy of the video of the sewers in the area.
Visitor Kurt Dunmire, 19th Street, complained about flooding in his basement. He was Dunmire
asked if his drains are going into the correct sewer. Drains
B. Beck reported that the street crew has been doing mowing and trimming, and line Activities
painting. The Water Authority is to repair Acheson Avenue in two to three weeks. A
sewer maintenance schedule is needed.
Discussion took place regarding the status of the GIS mapping project. T. Geary GIS Map
that since a long time has passed since the project was discussed, a new cost estimate
needs to be obtained and the matter revoted.
R. Crosby noted that the basketball court needs to be completed so the grant can be B Ball Ct
closed out.
Engineer: B. Bothell reported that the following bids were received for the 11th Sewer
Street sewer project: B.C.S. Construction, $97,768.00; Bentley Contracting, $48,000.00 Bids
Donegal Construction $69,820.00; Fleming Walker $54,330.00; and Oxiris Enterprises,
$63,580.00. Motion was made by R. Crosby, seconded by D. Acker, to accept the bid of
Bentley Contracting of $48,000.00 for the 11th Street sewer project – ayes 4, nays 0.
Discussion took place regarding the estimate from Bier Excavating of $1,900.00 to Gamble
replace the sewer along 17th Street that leads to the Edward Gamble property plus $300 Sewer

to move a shed that’s located on the right of way over the sewer. Motion was made by D. Acker, seconded by R. Crosby, to have Bier Excavating replace the sewer only and leave responsibility for moving the shed to the property owner – ayes 4, nays 0.
Tar B. Beck noted to W. Campbell that the tar kettle is here but a price is needed for the tar.
Sewer Visitor Eugene Burns, Leonard Avenue, advised that Brad Broman, the Borough’s
Rep representative to the Kiski Valley Water Pollution Control Authority Board, has not been attending meetings and can be replaced after three meetings in a row are missed.

Park Visitors: Visitor Alain Bresinger from Young Lungs at Play inquired about action
Policy regarding a no tobacco policy at the Borough’s parks. A. Urti advised that the policy is being written.
Paving Visitor Thomas Newton, 16th Street, thanked Council for paving the upper half of 16th
Street.
Paving Engineer: B. Bothell reported that the paving of 16th Street and the intersection of 14th
Project Street and Wemple Avenue has been completed. Sealing, final inspection and the possible raising of utilities remain to be done.. It was found that the base was lacking in some areas, but a two inch binder was laid in those areas and they should be okay.
11th St. The easements for the 11th Street sewer project have been prepared and agreed to, but
Sewer the legality of faxed signatures has been questioned. If this becomes a problem, Bothell recommended starting on work other than construction until the matter is settled. The two property owners will have to install new laterals at their own expense at a cost of approximately $1,500.00 each. Motion was made by W. Campbell, seconded by

D. Acker, to write letters to the two property owners informing them of the requirements
for the laterals. Discussion took placer with E. Hall regarding why these owners have to
replace their laterals when those in the sewer separation project area did not. It was noted
that reason is to meet Apollo’s specifications. Hall expressed a lack of trust in either
Apollo or North Apollo in such matters but was convinced to vote in favor of the
motion, resulting in a vote of ayes 3, nays 0.
Visitor Eugene Burns, Leonard Avenue, noted that gravel was left in the yards of Clair Gravel In
Smith and Marge Bringer of Wemple Avenue after the paving work was completed. Yards

E. Burns advised that the Kiski Valley Water Pollution Control Authority has the Sewers On
Borough’s sewers on GIS. G.I.S.
The storm sewer inlet box on North Ridge Drive needs repair. Motion was made by N. Ridge
W. Campbell, seconded by E. Hall, to obtain estimates for the repairs to the inlet box Inlet
on North Ridge Drive – ayes 3, nays 0.
Mayor’s Report: E. Artman read the Police activities report for August, 2011. There Police
were 28 total calls, 4 DUI arrests, 3 thefts, 3 drug arrests 3 traffic and 3 non-traffic Report
citations.
W. Campbell noted that Kiski Township Police hours have been cut, so the Borough Police
should cut its payment to the township. A. Urti advised that a letter was sent to the Hours
township and a response is awaited. Urti recommended against holding back payments
for Police service.
Solicitor Report: A. Urti advised that the owner of the former school building at 1806 School
Wilson Avenue wants to use part of the building for adult education and live in part of Use
it. The owner was sent a letter advising him of the need for a variance..
Liens on properties with delinquent sewer recovery accounts are being prepared. Swr. Liens
E. Stitt was advised to turn over the list of garbage delinquents to Code Enforcement Garbage
Officer Sam Ross to prepare citations.
Streets: B. Beck reported that the street crew has been cleaning intersections and catch Street
basins and intersections, doing drainage work in the park, cleaned out the Hickory Nut Activities
Road ditch, patching potholes and doing alley maintenance, and painting lines and curbs.

Hndicap A request for a handicapped parking space was received from James Reese, 1421
Space Wemple Avenue. Motion was made by D. Acker, seconded by W. Campbell, to
Reese approve a handicapped parking space for 1421 Wemple Avenue – ayes 3, nays 0.
Ramp B. Beck reported that the wheelchair ramp at the Borough Building was painted.
Antiskid B. Beck advised that the price of antiskid is going up and requested permission to
Bin construct a bin at the pole building with jersey barriers and a concrete base for a cost of $1,500 to $1,600. The matter was tabled until the October 3 meeting.
Bikes W. Campbell advised that people are attaching engines to bicycles and riding them on
w/Motors Borough streets.
No Flags W. Campbell noted that no flags were put up at the Borough Building on September 11.
Treasurer Treasurer’s Report: E. Stitt noted the following balances in the Borough’s accounts as
Report of August 31, 2011: General Fund, $159,880.54; Garbage & Refuse, $9,528.72; Liquid Fuels, $49,253.42; and Sewer Recovery $229,342.84.
Collected Garbage Fee collections for August totaled $14,353.21 including $949.00 in delinquents. Sewer Recovery Fee collections totaled $1,157.21, including $709.29 in delinquents.
MMOs The Minimum Municipal Obligations for the pension plans for 2012 were discussed. No action was taken so that it can be determined if a credit balance in the Police fund is correct.
Trick/Trt Motion was made by D. Acker, seconded by E. Hall, to set Trick or Treat Night for Thursday, October 27 from 6 to 8 PM for children 12 years of age and under with participating residents asked to leave their porch lights on – ayes 3, nays 0.
Tax Coll. Finance: D. Acker reported that wage tax deposits of $2,966.23 for July and $5,407.12 for August. Real Estate Taxes totaled $6,632.38 for July and $1,051.38 for August.
Pay Bills A bill from National Road Supply was discussed and determined to be for supplies for the 16th Street storm sewers. Motion was made by D. Acker, seconded by E. Hall, to pay the bills presented – ayes 2, nays 1 (W. Campbell). (See voucher register for September, 2011).
EOP Res. An adoption resolution for the Borough’s Emergency Operations Plan was discussed.
Police Police service was discussed. W. Campbell noted that he talked to Parks Township.

The regular meeting of North Apollo Borough Council was called to order at 7:00 PM
in the conference room of the municipal building by Vice President D. Acker in
President R. Crosby’s absence. Roll Call of members: The following members were
present; D. Acker, W. Campbell, and M. Dufour. Absent were R. Crosby and E. Hall.
Also present were Sec’y E. Stitt, Solicitors T. Geary and A. Urti, B. Bothell from
Senate Engineering, and Equiment Operator B. Beck. Mayor E. Artman was not
present.
Visitor Wendy Shellhammer, 1316 Leonard Avenue, complained of conditions at the Property
vacant house at 1324 Leonard. Among the problems, the grass needs to be mowed and Cond.
a tree needs to be trimmed. T Geary advised having Code Officer Sam Ross inspect the
property and report back.
Visitor Joan Roots spoke on behalf of her brother John Wensconis, Robbins Avenue. Barking
She noted that a neighbor’s dogs are disturbing the neighborhood with their barking. Dogs

Engineer’s Report: B. Bothell reported that work on the 11th Street sewer project is 11th St.
to begin either Wednesday October 5 or Monday, October 10. Sewer
Three estimates were received for replacement of the inlet at the lower end of North N. Ridge
Ridge Drive. The inlet plus the pipe are to be replaced. The estimates were $7,800.00 Inlet
from Soli Contracting, $9,675.00 from B. Brothers, and $8,500.00 from Brantley. B.
Bothell noted that he is not familiar with Soli. Motion was made by W. Campbell,
seconded by M. Dufour, to accept the estimate of Soli of $7,800.00 pending review of
the company and its insurance – ayes 3, nays 0.
The bill for the 2011 paving project was received from Tresco. The bill was $2,700 Paving
under contract. The work was satisfactory. Edge sealing still needs to be completed Bill
and one manhole is low, but the contractor was not directed to raise it.
The G.I.S. map was discussed but no action was taken at this time GIS Map
Solicitor: T. Geary reported that letters were sent to Jon Dykes and the Greer family Sewer
regarding the requirement to connect to the sewer at River Road and 11th Street once Connect
it is completed. B. Bothell is to provide specifications for the connections to the property
owners.
Motion was made by W. Campbell, seconded by M. Dufour, to adopt Resolution 1 of Reso 1.
2011, declaring Helen Clark Playground, corner of 21st Street and Stoops Court and Ron Tobacco

Police Police/Mayor: D. Acker read the report of Police activities for September. There were 18 total calls, 3 criminal arrests, and 5 traffic citations.
Kiski Mtg W. Campbell reported that he attended the latest Kiski Township Supervisors meeting. The Supervisors claim that the Borough is getting better Police service since the budget cutbacks.. Also, Kiski Township has received $3,000,000.00 in grants in recent years. Also, Kiski is obtaining timeclocks for the employees.
Grants T. Geary noted that North Apollo has not received large numbers of grants because the income level of the residents is too high.
Street Streets: B. Beck reported that the street crew has been using millings to repair alleys.
Work Other activities included patching potholes, mowing and trimming, doing dye tests, and cleaning intersections. The basketball court is paved, but no posts have been installed. The water authority has been contacted about the Hilty water line and the patch work on Acheson Avenue. Beck asked if a fire hydrant maintenance report has been received. Also, the new paving needs to be sealed. M. Dufour added that there is a bad spot on Acheson Avenue.
Surveys Discussion took place regarding problems with cooperation whenever income surveys are attempted in the Borough
Fire Tk. The North Apollo Fire Department asked for permission to park one of its truck in the Borough garage until renovations are completed on the fire hall. The work has been delayed due to problems with the contractor.
Speed A suggestion to lower the speed limit on Cochran Avenue was discussed. It was noted that a traffic study would be needed and it was questioned as to whether the Police or the Engineer would have to handle it. It was decided to check with PennDOT regarding regulations.
Antiskid The increasing price of antiskid material and a suggestion by B. Beck to build a bid for antiskid storage at an estimated cost of $1,460.00 were discussed.
Tar A price for crack sealing material to use in the tar buggy was received. The cost will be $1,994.00 per pallet of 72 cubes. Motion was made by D. Acker, seconded by W.
