Abstract.
The subject of the study is the structure and content of the developed
model of the process of formation and development of innovative competence of
leaders of preschool educational organizations. Based on the research results, the
following main directions of the formation and development of innovative
competence have been identified: retraining and advanced training, methodological
and informational support, creation and maintenance of a digital innovative
development environment. The essential organizational and pedagogical conditions
of the formation and development of innovative competence are determined.

Birlashgan Millatlar Tashkiloti (BMT) ning “2030-yilgacha barqaror rivojlanish
maqsadlari” dasturida keng qamrovli va teng sifatli ta’limni ta’minlash va barcha uchun
butun umr davomida o‘qish imkoniyatlarini rag‘batlantirish muhim yo‘nalishlardan biri
sifatida qaraladi. Shuningdek, 2030-yilga kelib barcha bolalarga sifatli rivojlanish tizimiga
kirish imkonyatini yaratish, parvarishlash va kichik yoshdagi bolalarning boshlang‘ich
ta’lim olishga tayyor bo‘lishlari uchun ularni maktabgacha o‘qitishni ta’minlash vazifalari
qo‘yilgan.
Maktabgacha ta’lim sifatiga nisbatan qo‘yilayotgan zamonaviy talablar rahbarlar
faoliyatiga yangicha yondashuvlarni izlash, maktabgacha ta’limni tashkil etish va
uning faoliyatini yuritish usullari borasida yangi qarashlarni shakllantirishni talab
qilmoqda. Maktabgacha ta’lim tashkilotining rivojlantirilishiga oid innovatsion
metodikalarni yaratish va joriy etish, innovatsion g‘oyalarning amaliyotga joriy
etilishi uchun kreativ fikrlovchi, kasbiy kompetent rahbarlar zarurdir.
O‘zbekiston Respublikasi ijtimoiy hayotining turli sohalarida amalga oshirilayotgan
maqsadli yo‘naltirilgan, o‘zgarishlarga boy islohotlar maktabgacha ta’lim tashkilotlari
rahbarlarining innovatsion kompetentligining shakllantirilishi va rivojlantirilishiga
nisbatan talablar o‘zgarib borayotgan yuqori texnologik innovatsion muhit sifatida
zamonaviy maktabgacha ta’limni takomillashtirish masalalarining ahamiyatini
oshirmoqda.
Maktabgacha ta’lim tashkiloti murakkab ijtimoiy-pedagogik tizim bo‘lib
hisoblanadi. Barcha tizimlarda, boshqarilayotgan obyekt hamda boshqarilayotgan
tizimning o‘zida sodir bo‘layotgan innovatsion tub o‘zgarishlar, qanday bo‘lmasin,
ta’lim jarayonining barcha ishtirokchilariga tegishlidir. Bunda kechayotgan
innovatsion islohotlarga oid birmuncha masʻuliyatli majburiyat asosan rahbarlar
zimmasiga yuklanadi. Maktabgacha ta’lim tashkilotining yangiliklarning joriy
