CONCLUSION 
In the twentieth century, economists believed that physical capital in 
infrastructure was the main driver of economic growth. This was because economists 
believed that a country’s economic growth rate depended on the volume of investment 
and its effect on production. But today, scientists have come up with different theories. 
But it can be said that one of the most important factors in economic growth is 
undoubtedly quality manpower, which has received much attention in recent years. 
Some researchers believe that the dynamics of any economy is measured by the level 
of quality of goods and services produced and the quality of goods and services

depends on innovation, creativity and productivity of the workforce and technological 
progress (Diamond, 2008).
Unfortunately, today the situation in Afghanistan is such that we are deprived of the 
presence of specialized and quality human resources. Immigration usually takes place 
in many countries to improve the quality of the workforce, and many people return to 
their home country after training in other countries and work as a skilled workforce. 
Unfortunately, such cases are rare in Afghanistan
