ABSTRACT 
Afghanistan is one of the countries with the lowest levels of public welfare and the 
provision of welfare services to the people by the government has been very low. On 
the other hand, many of the services provided by the government were limited to cities 
and Afghan villages did not receive any government services. At the same time, the 
international community’s current financial commitments to Afghanistan will expire 
in 2020, adding to uncertainty about the level of future aid and the sustainability of 
government security and development spending, and ambiguities about continued 
economic growth and investment in the country. The World Bank emphasizes that 
despite increasing the Afghan government’s revenue to $ 5.2 billion in 2018, the 
country is still dependent on continued financial assistance from the international 
community. Afghanistan analysts believe that without significant progress on the path 
to lasting peace in Afghanistan and continued financial support from its international 
partners, the country’s economic prospects will not be very bright and promising in the 
medium term.
