10.1.1. Customs Clearance - Documentation
Goods that are imported into India have to necessarily go through the procedure of customs which
includes proper examination, appraisal, assessment and evaluation.
This facilitates the custom authorities to charge the customs duty and also check whether the goods
can be legally imported. It may also be noted that no import is permitted in India if the importer does
not have the IEC number issued by the DFGT. However, there is no requirement of an IEC number if
the goods are imported for personal use.
When importing into India from any foreign land, there are a few key documents required for imports.
A few of the documents are necessary for personal and quality assurance. The others may be required
for import customs clearance procedures. The following listed documents are required for clearance
of imports into India.

Commercial Invoice
A commercial invoice is generally required for all types of business transactions, and when it is an
import trade, then the invoice becomes a vital document for clearing the goods through customs.

A commercial invoice has all the details of the order, including details of the quantity, price, weight,
packaging etc. Customs official generally matches the delivered order with the details in the invoice
while examining imports. If there are any variations in the invoice and the consignment received, then
customs clearance would be denied.
Bill of Lading (BL)
A BL (Bill of Lading) is another key document that is given by the carrier. It is called a bill of lading for
ocean transportation by ships & as an airway bill for airway transportation. All importers need to show
a copy of this document to get the clearance from the respective shipping or airway authorities. This
document has details of all the products shipped and the terms on which the delivery is being made
by the seller to the buyer

Bill of Entry
A bill of the entry contains all the details of the goods, the importer and the carrier.
An importer needs to fill this document, and it should be duly signed by him/her.
The customs clearance in India starts with the assessment of the order only after a bill of entry is filed.
A pass out order has to be obtained from customs after a thorough inspection. It is after this that the
goods can be physically taken out.
A bill of entry, also known as shipping bill, is a document giving the nature and value of goods that are
imported or exported, This document is prepared by the shipper and presented to a custom house
through a CHA.
