Introduction
Communication is an essential element in the success of an organization's mission and goals. The institution of 
the mosque, which is also an organization in Islam, is an essential institution in religious development and 
education. It is also an effective communications organization. The mosque is not only a place of worship for 
Muslims, but it is the centre of various activities in every community activity such as administrative centre, 
education, arts and economics. 
According to (Maizatul, H.M, Nik. A.S, Wan Idros. W.S, Wan Amizah, W.M, 2019) strategic communication is 
based on three main perspectives, namely communication planning, implementation and evaluation. These three 
elements play an important role in the development of a mosque as an organizational institution. According to 
(Barret, D.J., 2002), the effectiveness of strategic communication is key to the process of change management. 
Whereas (O‟Hair, D., Friedrich, G.W., & Dixon, L.D., 2011) considers that strategic communication is effective 
because it helps to excel and can recognize the weaknesses of the strategies used. Thus, a successful mosque is a 
result of strategic communication and a willingness to make changes in management. According to (Abd. H.B, 
Wahyu H.A, Muhamad M.A.R, Abdul. G.D, ufatin A.H., 2018), communication is also an essential aspect of formal 
or informal teaching and learning processes, especially in mosque institutions. 
The mosque also plays an important role as a focus for Muslims to get formal or informal education 
(Muhammad. F, Fadzil F.D, Selamat. A., 2014). According to (Fauzi Deraman, 2010), religious studies in mosques 
of Malaysia are informal. It is a central and fundamental element that has played an important role in the 
development of knowledge in Islam (Rosni. W, Mohd, K.S, Mohd. N.N, Mohd. F.A Nor. A., 2016). One of the 
methods used in teaching and learning sessions is the method known as 
halaqah
. 
Halaqah
means students who will 
learn, will sit around the teacher looking closely at the teacher as the learning process takes place. Students will also 
sit closely with each other. Now, 
halaqah
is still practised in any mosque institution during teaching and learning. It 
is one of the most effective ways of learning.
