process:

«fair transition» based on social dialogue from the workplace to the national 
level, with guarantees of social protection and the development of environmentally 
friendly skills;

the ILO standard that would regulate the actions of governments and 
employers;

the workers’ own capital should be invested in the real sector of the 
economy, including industry.
The plan to support the implementation of these principles 
by the ITUC 
organizations in the documents of the Congress included the following measures:

mobilization for the conclusion of a new ambitious global agreement; 

promotion of investments in industrial transformation, availability of new 
technologies and «fair transition» measures through social dialogue;

organization of workers in «green» workplaces.
In the process of implementing the planned trade union environmental policy, 
the ITUC seeks to promote the development of intergovernmental cooperation in 
environmental conservation issues in order to ensure that measures to create «green» 
jobs and a fair transition to a «green» economy with a low carbon content will be 
considered in the decision-making process within the largest global and regional 
institutions.
The analysis of the environmental initiatives of global trade unions allows us to 
conclude that they include 
measures for the development and implementation of a 
trade union environmental policy, the main principle of which is a fair transition 
to a low-carbon economy and its compliance with the criteria of decent work
. 
Both ITUC and GEF are involved in this process.
This work includes the organization of climate companies and the mobilization 
of trade union members. «Approaches to their implementation are determined by the 
corporate policy in the field of industrial safety, labor protection and the environment 
in the XXI century, the strategic goal of which is to ensure sustainable development 
through a balanced solution of socio − economic problems and the preservation of a 
favorable environment».

Thus, the significant efforts of trade unions have led to the fact that social and 
labor aspects have become an integral part of the global policy of planning and 
implementing measures in the field of climate and environmental protection.
