justification of the need for developed countries to take the initiative to reduce 
emissions in accordance with their ability and responsibility;

recognition of the link between climate impacts and jobs and decent work;

call for a fair transition towards a sustainable society and «green» economy 
with low carbon content

When discussing the issues of environmental policy of the world labor 
movement, the problems of creating and expanding a zone of green jobs and a fair 
transition to a low-carbon economy were at the center of the discussions.
As a result of the consideration of the first problem, the following 
criteria for 
«green» jobs
were determined:
 

creating conditions for reducing the negative impact on the environment by 
reducing the consumption of energy and resources by enterprises and sectors of the 
economy in which jobs are created;

compliance with the criteria of decent work, i.e. it should be high-quality jobs 
that guarantee sufficient wages, safe working conditions, stable employment, 
acceptable prospects for career growth and respect for the rights of employees.
When the Congress participants raised the issue of a fair transition to a low-
carbon economy, they stressed that this transformation is not only about the phased 
elimination of polluting sectors. It is also about creating new environmentally 
friendly industries, investments and opportunities for a more equal and fair economy. 
In those sectors where job losses are inevitable, social partners should develop 
mandatory transition plans and strategies that open up new opportunities for 
employees and actively shape structural changes. The task of trade unions is to be
