distributed fairly, considering the pressure on low-income households and energy-

the causes that give rise to modern environmental problems of mankind, actions that 
can relieve their severity, and the action plan of the ITUC for their implementation.
As the 
actions of participants in the global political process
that can relieve 
the severity of the environmental crisis, the Congress has identified the following:

to include in the developed state and international policies the concept of 
creating «green» jobs, which is contained in the report published by the ITUC 
together with UNEP, ILO and IOE, so that the social dimension and the dimension of 
employment are fully taken into account in the fight against climate change, 
including the full, legitimate involvement of trade unions in the planning and 
implementation of measures for a fair transition at the workplace, sector, national and 
international levels;

raising awareness of the importance of fair transition measures among 
government officials and the general public;

conclusion of fair and binding international treaty on climate change and 
establishment of a political framework for a fair transition in order to reduce 
greenhouse gas emissions and reduce dependence on fossil fuels, improve people’s 
living standards, without jeopardizing the competitiveness of industries and without 
exerting excessive pressure on the state budget. Developed countries should take the 
initiative in mitigating and adapting to climate change, both by significantly reducing 
their own emissions and by adequately financing measures that should be taken by 
developing States in accordance with the principle of common but differentiated 
responsibilities and corresponding capabilities.


2013 to 2017, which the UN considers necessary for the adequate adaptation of 
developing countries. State funding should be attracted for the development of a 
«green» economy; innovative sources of financing should be considered. In addition, 
it is necessary to take measures to attract private investment that meets labor 
standards and environmental sustainability standards for «greening» the economy.
The program that the Congress outlined for the ITUC organizations for the 
implementation of political actions leading to the mitigation of environmental 
problems included the following
