I. GENERAL PROVISION 
 
1.1. State strategy for the transition to «green» economy for the
period of 2019-2030 
 
The Resolution of the President of the Republic of Uzbekistan approved the 
«Strategy for the transition of the Republic of Uzbekistan to «green» economy for the 
period of 2019-2030»

The main reasons for the need to approve this Strategy are the low level of 
energy efficiency of the economy, irrational consumption of natural resources, slow 
updating of technologies, weak participation of small businesses in the introduction 
of innovative solutions for the development of a «green» economy. 
The legislative basis of this Strategy is the Strategy of Actions on five priority 
areas of development of the Republic of Uzbekistan in 2017-2021

The Strategy identifies 
four priority directions
for the development of 
Uzbekistan, each of which reflects specific measures for the effective transition of the 
Republic of Uzbekistan to «green» economy. 
In the first direction, 
it is planned to increase the energy efficiency of the basic 
sectors of the economy, which includes improvement and modernization in the fields 
of electric power, thermal power, chemical industry and oil and gas industry.
The second direction
provides for the diversification of energy consumption 
and the development of the use of renewable energy sources, which includes 
improvement and modernization in the areas of renewable energy sources, 
construction and operation of buildings, transport and production of building 
materials.
The third direction
provides for adaptation and mitigation of the consequences 
of climate change, increasing the efficiency of the use of natural resources and the 
preservation of natural ecosystems, which includes improvement and modernization 
in the areas of water, agriculture and forestry, in the field of solid household waste 
management and measures to mitigate the negative impact of the environmental crisis 
in the Aral Sea region.
