«Trade union strategy for fair transition to the environmentally 
sustainable economy through the creation of «green» jobs until 2030»
.
The strategy is aimed at creating «green» jobs, providing for reducing the risks 
of industrial accidents and occupational diseases, improving working conditions, 
reducing mortality from preventable causes, increasing life expectancy and 
improving the health of the working population. 
«green» jobs should meet the criteria of decent work, i.e. they must be high-
quality jobs that guarantee a good salary level, safe working conditions, stable 
employment, acceptable prospects for professional development and career growth, 
as well as respect for the rights of hired workers. 
The Trade Unions of Uzbekistan, like all trade unions in the world, set the 
following tasks in order to fulfill the goals of the Strategy: 

ensuring full and productive employment; 

introduction of good, healthy and safe working conditions in the workplace; 

achieving decent wages, social protection and social dialogue; 

eradication of poverty, guarantees of human rights and trade union freedoms; 

elimination of any discrimination in labor relations; 

ensuring gender equality, eliminating child and forced labor, protecting the 
environment. 
Thus, it can be noted that the creation of «green» jobs in Uzbekistan is based on 
the political will of the country’s leadership, effective public-private partnership, and 
constructive social dialogue.

INTRODUCTION 
 
It is of serious concern that the positive trends in the development of the world 
economy are accompanied by an increase in inequality, the persistence of gender 
inequality, unemployment, social injustice, environmental degradation and periodic 
economic, financial, energy and food crises that have a negative impact on people. In 
the context of the need to ensure high rates of economic growth in the regions, one of 
the promising directions for eliminating existing environmental, economic and social 
risks is to ensure the sustainable development of territories based on the 
implementation of the transition to «green» economy. Currently, many countries are 
very interested in greening the economy, and therefore the «green» economy is 
beginning to play the increasingly important role. 
The main responsibility for environmental pollution is borne by economically 
developed countries. They are home to less than 20 % of the world’s population. But 
in order to maintain a high level of well-being of their citizens, these states spend
70 % of all energy produced in the world, consume about 75 % of all metals, 85 % of 
wood. Developed countries account for more than 65 % of the world's pollution, 
including 2/3 of the world’s carbon dioxide emissions into the atmosphere over the 
past two decades. 
The economic damage from environmental pollution in developed countries is 
estimated at 4-6 % of their GDP. The severity and importance of environmental 
problems force governments to look for ways to solve them, to implement an active 
environmental policy, which in developed countries has taken an important place in 
the system of state regulation
