Vernon M. Briggs, Jr. 

Vernon M. Briggs Jr. is Emeritus Professor of Labor Economics at the New York State 

School of Labor and Industrial Relations at Cornell University. He also taught at the 

University of Texas at Austin for 14 years. Professor Briggs specializes in the area of human 

resource economics and public policy, and has also researched the subject of immigration 

policy and its effects on American workers. He has authored or co-authored numerous 

articles and books, including
