participation of political institutions in higher education sector is unbalanced. 
Ultimately, hosting joint seminars, conferences, signing MOUs or huge number of international 
publications do not make a university really international, if there is no agreement between its actions 
and strategy. Even the increasing number of branches of foreign universities in Uzbekistan cannot entirely 
transform the education system of country unless there is a clear concept and approach.
