FORMATION OF A PERSONNEL MANAGEMENT SYSTEM IN PUBLIC
GOVERNANCE BODIES
The transition to the digital economy necessitates the transformation of the professional
qualities of personnel in public administration. The competence-based approach is a
reflection of changes in the nature and content of work, vocational training and education
of civil servants. Competence tools serve as the basis for effective personnel management
in public administration authorities. Competencies are required for the development of
ethical standards of conduct, training and development programs for officials. They should
form the basis for evaluating candidates for vacant positions, and be used in assessing the
performance of personnel to embed this assessment into the system of motivation and
development of digital transformation processes. The peculiarity of their structure lies in the
systemic interaction of the project, process and analytical approaches, which makes it
possible, on the one hand, to decentralize the adoption of managerial decisions, and on the
other hand, to achieve a synergistic effect from their implementation.
World practice shows that the use of competence-based personnel management tools
in public administration bodies can become the basis for improving personnel policy,
developing labor productivity, innovativeness and responsibility of civil servants. The
competence-based approach as a digital transformation tool will allow bringing the public
administration system to a new level, changing the focus from responding to emerging
socio-economic problems to preventing them.
The transition of Uzbekistan to the digital economy necessitates the transformation of
professional qualities and qualifications for filling positions in the civil service and imposes
increased requirements on the competencies of personnel in the field of information and
communication technologies. The lack of a unified approach to the use of competence-based
personnel management tools in public administration bodies, an effective methodology for
assessing the formation of digital competencies of civil servants complicates the
digitalization of public administration processes with the formation of an information
platform as the basis of the digital system of the state, which allows expanding the
possibilities of interaction between citizens and business with the state.
The development of public administration in modern conditions is based on the
introduction of new information and communication technologies, for the proactive use of
which it is necessary to increase the digital skills and awareness of civil servants, the
population and business. Organizational and methodological approaches to the digitalization
of this area, the formation of digital skills should be strategic in nature, determine the
directions for the development of the public administration system on a national scale, and
