Digitalization of Justice in Uzbekistan

Today, digital technologies are being widely introduced in all areas around the world and are becoming
part of society’s way of life. It is observed that the countries that are
working effectively in this
direction are developing rapidly. Therefore, in our country, efforts are being
made to widely use the
advanced achievements of digital technologies in all areas and sectors.
In particular, one of the most popular areas of the population - the judiciary - is actively implementing
the policy of digitization, thereby easing the burden on the population, eliminating unnecessary hassles
and bureaucracy, speeding up procedures for court documents.
The implemented measures for the widespread introduction of modern technologies into the activities
of the courts provided an opportunity to liberalize the institution of citizens and business entities
applying to courts to protect their
rights and interests, increase the level of justice, as well as ensure
openness and transparency of the activities of the courts in general.
It should be noted that the widespread introduction of modern technologies
in the judiciary allows
citizens and businesses to liberalize access to justice to protect their rights and interests, increase access
to justice in general and ensure openness and transparency in the judiciary.
As a result of the implementation of the Program for the introduction of modern information and
communication technologies into the activities of courts for 2017 - 2020, approved by the Decree of the
President of the Republic of Uzbekistan dated August 30, 2017 No. PP-3250, systems for remote
access to courts, participation in court sessions using a videoconferencing system have been introduced
, automatic distribution
of cases between judges, publication of court decisions on the Internet,
submission of executive documents for compulsory execution in electronic form

By the Decree of the President of the Republic of Uzbekistan dated September 3, 2020 No. PP-4818,
the tasks of the next stage of digitalization of the activities of the judiciary were determined:
expanding the types of interactive electronic services provided to citizens and business entities,
ensuring online monitoring of the process of
considering each appeal, creating the possibility of free
use of interactive services in court buildings;
further expansion of electronic interchange of data with ministries, departments and other organizations
to ensure the prompt acceptance of information necessary for the administration of justice in courts;
ensuring openness and transparency of the activities of the judicial community through the introduction
of special information programs;
expanding the possibility of remote participation in court hearings, including
through mobile devices
and other forms of electronic interaction, as well as creating conditions for the parties to receive court
decisions online;
strengthening measures to ensure information and cybersecurity of information systems, databases and
other software products, comprehensive protection of official information and data of judicial
authorities
