Lecture 1. Introduction. Goals, objectives, subjects and basic notion of discipline. Acquaintance with the documents of ICAO and CA of Uzbekistan on flight safety.
Introduction to the discipline. The role and place of discipline in the educational process and in the air transport industry. The course outline, the main areas of training, the relationship with other disciplines of the educational process. The concept of the definition of "safety", an acceptable level of safety, hazard and risk factor. Historical aspects and basic approaches to addressing safety issues. Historical stages in the development of the global civil aviation. Creation of flight training schools. History of safety development. The evolution of human thinking in flight safety.
Guidelines
In this section, you need to understand what safety is. What do the terms mean acceptable safety level, hazards and risk factors. The safety of civil aviation aircraft (hereinafter - the flight safety) is the state of the aviation transport system in which the risk of harm to persons or damage to property is reduced to an acceptable level and maintained at this or lower level through a continuous process of identifying sources of danger and controlling factors risk.
Depending on the intended aspect, the safety concept may have different interpretations, for example:
• zero level of accidents or serious incidents (a widespread opinion among passengers);
• the absence of hazard factors, that is, those factors that cause or may cause damage;
• attitude of employees of aviation organizations towards unsafe practices or conditions;
• avoidance of mistakes;
• regulatory compliance.
An acceptable level of safety is a benchmark against which the supervisor can evaluate safety performance.
The introduction of the concept of an acceptable level of safety meets the need (in addition to existing safety principles based on regulatory compliance) to use a safety-based approach. An acceptable level of safety reflects the objectives (or expected results) of the supervisor, operator or service provider that must be achieved in the area of safety. When determining an acceptable level of flight safety, it is necessary to take into account factors such as the existing level of risk, costs / benefits of improving the system and public expectations regarding the safety of the aviation industry.
Danger - a condition, facility or activity that is potentially causing bodily harm to personnel, damage to equipment or structures, material loss or reduced ability to perform the prescribed function.
Danger (short definition) - the source of damage.
Risk is a combination of the probability of damage and the severity of the consequences. This section also examines the historical aspects and basic approaches to addressing safety issues, the historical stages of the development of the global CA, and the creation of flight training schools. The article discusses the history of safety issues, the evolution of human thinking in the field of safety. The main tasks and functions of the Agency(UzCAA).
The main tasks of the Agency are:
-to ensure the safe use of the airspace of the Republic of Uzbekistan by its users, to carry out flights without jeopardizing the life and health of people, the environment, the interests of the state, exercising control over the organization of air services within its competence movement and use of the airspace of the Republic of Uzbekistan;
-ensuring the safety of the functioning of civil aviation and its facilities in the Republic of Uzbekistan, as well as the life and health of passengers and crew members by taking measures to protect aviation from acts of unlawful interference;
-organization and support of certification work in the field of civil aviation safety activities;
-implementation of state control and supervision in the field of civil and experimental aviation;
Representation of the interests of civil aviation of the Republic of Uzbekistan in international organizations.
In accordance with the assigned tasks, the Agency performs the following functions:
in the field of ensuring the safe use of the airspace of the Republic of Uzbekistan by its users, performing flights without threatening the life and health of people, the environment, the interests of the state, exercising control over the organization of services within its competence of air traffic and the use of airspace of the Republic of Uzbekistan:
-develops draft regulatory legal acts in the field of Danish and experimental aircraft based on the Convention on International Civil Aviation (Chicago Convention 1944) and its applications;
-maintains the state register of civil aircraft, registration of experimental aircraft and unmanned aerial vehicles of civil aviation;
-approves documentation on technical and flight operation of aircraft;
-provides recognition of foreign certificates for civil aviation facilities, certificates (certificates) issued to aviation specialists by foreign states;
-issues operational permits for regular flights to the Republic of Uzbekistan to operators of aircraft of foreign countries, prepares conclusions for the authorized body when transporting dangerous goods, weapons, military equipment, explosives and products, as well as military contingents by air;
-issues permits for single flights to aircraft operators;
-issues permits for activities that may pose a safety risk;
-ensures the implementation and improvement of the State program for ensuring the flight safety of civil aircraft of the Republic of Uzbekistan with the issuance of the following documents:
-certificate of aircraft operator;
-Aircraft Maintenance Organization Certificate of the aerodrome of civil and experimental aviation, aerodromes of joint use (basing);
-certificate of an educational institution for the training of civil aviation personnel of the Republic of Uzbekistan;
-civil registration certificate;
-civil aircraft exclusion certificates;
-certificates of state registration of the experimental aircraft; certificate of airworthiness of a civil aircraft;
-certificate for radio equipment of civil aircraft;
-noise certificate for civil aircraft;
-certificates of appointment of a medical flight expert commission of civil aviation;
-conclusions on the admission to operation of an unmanned aerial vehicle of civil aviation;
-certificates of air personnel for professional activities;
-in the prescribed manner suspends the validity of the documents referred to in this subparagraph;
b) in the field of ensuring the safe functioning of civil aviation and its facilities in the Republic of Uzbekistan, as well as the life and health of passengers and crew members of aircraft by taking measures to protect aviation from acts of unlawful interference: it ensures the implementation and improvement of the National Program for Ensuring the Safety of Civil Aviation of the Republic of Uzbekistan from acts of unlawful interference;
c) in the field of organization and support of certification activities in the field of civil aviation safety activities, conducts:
-certification of aircraft operators;
-certification of aircraft maintenance organizations;
-certification of civil and experimental aviation aerodromes, sharing (basing) aerodromes;
-certification of educational institutions for the training of civil aviation personnel of the Republic of Uzbekistan;
d) in the field of state control and supervision in the field of civil and experimental aviation, ensures the organization and implementation of state control over compliance with:
-the rules of organization, provision and execution of flights of civil aircraft and unmanned aerial vehicles;
-rules for the operation and maintenance of civil aircraft;
-the rules for the production of civil aircraft (in the case of the identification of production deficiencies during their operation that affect the safety of flights of these aircraft) the rules for the operation of civil and experimental aviation aerodromes, the sharing (basing) airfields in terms of ensuring the safety of civil aircraft, as well as the rules for operating ground equipment;
-rules for the training of aviation personnel in the field of ensuring the safety of civil aircraft and aviation security (including verification of personnel and their admission to work);
-airworthiness standards for civil aircraft; airworthiness standards for civil and experimental aviation aerodromes;
-rules of medical examination of aviation personnel of civil and experimental aviation;
-the rules for the organization and maintenance of air traffic and the use of airspace of the Republic of Uzbekistan;
-rules for ensuring and reliable functioning of air navigation facilities and aviation communication systems of the Republic of Uzbekistan;
-flight meteorological regulations; rules for organizing and controlling the movement of aircraft and special vehicles on the apron of the aerodrome;
-taking actions by the aerodrome operator to prevent aircraft collisions with birds and wild animals;
-rules for activities that may pose a safety risk;
-rules for marking objects that pose a safety risk;
-rules for the carriage of passengers, baggage, cargo (dangerous goods) and mail by air;
-implementation and operation of a safety management system in the relevant civil aviation organizations;
-norms, rules and procedures to ensure the aviation security of the civil aviation of the Republic of Uzbekistan from acts of unlawful interference;
-search and rescue flight support rules;
-flight operations rules for aircraft operators of foreign countries flying to the Republic of Uzbekistan;
e) in the field of representing the interests of civil aviation of the Republic of Uzbekistan in international organizations:
-interaction with the International Civil Aviation Organization (ICAO) on the implementation of standards and recommended practices and the implementation of memoranda in the field of flight safety and aviation security signed by the Republic of Uzbekistan;
-the implementation in the prescribed manner of relations with relevant organizations of other states on issues related to the powers of the Agency, and ensuring the implementation of international treaties of the Republic of Uzbekistan related to its powers;
-participation in the work of international organizations, conferences and seminars on flight safety and security, improving the regulatory framework, flight and technical operation of aircraft, air navigation, air traffic management, improving the training of civilian aviation inspectors.
