Xavfsizlik kontseptsiyasi mo'ljallangan tomonga qarab turli xil talqinlarga ega bo'lishi mumkin, masalan:
• baxtsiz hodisalar yoki jiddiy hodisalarning nol darajasi (yo'lovchilar orasida keng tarqalgan fikr);
Qabul qilinishi mumkin bo'lgan xavfsizlik darajasi kontseptsiyasining kiritilishi xavfsizlikka asoslangan yondashuvdan foydalanish talablariga javob beradi (amaldagi xavfsizlik printsiplariga qo'shimcha ravishda). Qabul qilinadigan xavfsizlik darajasi xavfsizlik sohasida erishilishi kerak bo'lgan rahbar, operator yoki xizmat ko'rsatuvchi tashkilotning maqsadlarini (yoki kutilgan natijalarni) aks ettiradi. Parvozlar xavfsizligining maqbul darajasini aniqlashda mavjud xavf darajasi, tizimni takomillashtirish xarajatlari / foydalari va aviatsiya sanoatining xavfsizligiga nisbatan jamoatchilikning taxminlari kabi omillarni hisobga olish kerak.
