GENERAL METHODICAL INSTRUCTIONS
The objectives of the discipline are the formation of students' theoretical foundations of operational practice in the field of flight safety in ensuring the safe and stable functioning of the air transport system and the prevention of hazard factors.
To achieve these goals, the objective of the discipline is the formation of students:
• knowledge and systemic thinking, mastering the methodological foundations for identifying cause-effect relationships for the development of adverse aviation events and methods for preventing aviation accidents and incidents;
• knowledge, skills and abilities to carry out a systematic analysis of the state of flight safety, to develop management decisions to prevent incidents and hazards.
The discipline "Flight Safety" is included in the professional cycle "Basic Professional Part". In practice, the application of the “Safety” system is an integration of systems that mobilize all management resources: regulatory and program-oriented, research, organizational and methodological, financial and economic, innovative and technical and technological; human resources, socio-psychological (synergistic), cultural and other resources.
Safety is one of the main production functions, and is also of great importance for the national and economic security of our state and society. Thus, the level of competencies in the field of safety of the functioning of the Civil Aviation is the highest priority, as recognized by the international organization ICAO.
As a result of mastering the discipline, the student must know:
• methodological foundations for the prevention of aircraft accidents (incidents), risk and factor management, hazards, terms and definitions in the field of safety;
• methods of systematic analysis of the state of flight safety, criteria for assessing the level of flight safety, the main and immediate causes of aviation accidents;
• a system for ensuring flight safety in the Civil Aviation Administration of Uzbekistan and the basic requirements of ICAO in the field of flight safety and air transportation;
• methodological foundations of the influence of the human factor on the state of flight safety, methods for improving the reliability of human activities in the facility management loop, the basic principles of a corporate management culture in CA airlines;
• the basics of analyzing data from airborne parametric recorders, identifying errors and deviations from the established flight parameters in the investigation of air traffic incidents and incidents;
• the basics of the regulatory method of managing and regulating the safety of the functioning of the civil aviation;
• the basics of investigation of aircraft accidents and incidents, their classification and methods of prevention of airborne accidents;
• state safety system;
• qualification requirements for aviation specialists and the basics of special professional training for aviation personnel of the Civil Aviation Administration;
• a system for the prevention of aircraft accidents and incidents in civil aviation enterprises, the activities of aviation personnel in special situations;
• legislative, regulatory and regulatory and technical documentation governing activities in the field of safety in the Civil Aviation Administration of Uzbekistan;
should be able to:
• develop an analysis of the state of flight safety, establish the main and immediate causes - factors of aviation accidents and incidents (A&I), identify causal relationships between the development and course of special and catastrophic situations;
• carry out a systematic analysis of A&I during the investigation of events and develop basic measures to prevent hazard and risk factors;
• analyze the data of parametric recorders, determine the deviation from the established flight parameters and identify the nature of the erroneous actions of aviation personnel;
• develop the structure and content of the “Accident Prevention Programs in Aircraft Enterprises” as an organizational and methodological basis for the process of ensuring flight safety and air transportation;
have an idea:
• on the conceptual foundations of the theory of risk management and the prevention of hazard factors;
• on the system for ensuring flight safety on domestic and international airlines;
• on methods for investigating aircraft accidents, establishing causal relationships in the development of the course of an accident;
• on methods of preventive work for the prevention of aircraft accidents;
• on the methodological foundations of the reliability of human activities in the aircraft control loop and the stability of the ergatic system "crew - aircraft - dispatcher";
• on the regulatory and programmatic and targeted methods for managing and regulating safety at AT;
• on the safety management quality management system;
• about the impact of security status flights to the industry economy;
• on state control, supervision and certification of AT facilities.
Students work on the development of the discipline consists in listening to a course of lectures on a given topic, study of topics in practical classes, independent work on the study of topics and the development of selected animation systems.
