Ferghana Valley

Baktybek Beshimov (Kyrgyz Republic) was a national manager of the United Na-
tions Ferghana Valley Development Programme and of the UNDP Local Initiative 
Facility for Urban Environment Programme. He served as president of Osh State 
University, vice president and provost of the American University of Central Asia, 
and as Kyrgyzstan’s ambassador to India, Sri Lanka, Nepal, and Bangladesh. He 
was MP and leader of the opposition in Kyrgyzstan’s parliament from 1998 to 2000 
and from 2007 and 2010. He is a visiting scholar at the Massachusetts Institute of 
Technology, after which he will be a visiting scholar at Harvard’s Davis Center for 
Russian and Eurasian Studies.
Inomjon I. Bobokulov (Uzbekistan) holds a Ph.D. in International Law and is 
associate professor at the University of the World Economy and Diplomacy in Tash-
kent. He is the author of thirty papers published in Germany, Malaysia, the United 
Kingdom, the United States, and Uzbekistan. In 2005 he was a visiting scholar at 
the Central Asia–Caucasus Institute, Johns Hopkins University School of Advanced 
International Studies in Washington, DC. His current research is on the international 
legal aspects of regional security and boundary issues in Central Asia.
Pulat Shozimov (Tajikistan), Ph.D., heads the Department of Western Philosophy 
at the Institute of Philosophy of the Tajikistan Academy of Sciences. He is the 
author of Tajik Identity and State Building in Tajikistan and more than seventy 
articles. In 2005, Shozimov was Fulbright Scholar at the Central Asia–Caucasus 
Institute at Johns Hopkins University School of Advanced International Studies 
in Washington, DC. He was a visiting scholar of the Watson Institute for Interna-
tional Studies at Brown University in 2001, and a visiting scholar of the Catholic 
University of America in 2008.
