Council proposed here, they have turned to self-appointed representatives of society 
and even to local interest groups. Unfortunately, self-designated “representatives of 
civil society” often pursue their own narrow interests at the expense of the whole, 
and have fallen prey to the very corruption that they decry in the governments. 
Besides addressing this issue, the proposed Council could facilitate projects that 
embrace more than one of the valley’s national sectors.
Whether or not this specific suggestion proves useful, it will be necessary for 
the three countries involved in the Ferghana Valley to build somehow a basis for 
mutual cooperation. Many observers, sobered by the inter-communal and interna-
tional tensions that have proven so costly during the first years of independence, 
question whether such cooperation is possible.
There are good reasons for such skepticism. However, among the factors that 
might challenge the skeptics is the book now before you. The twenty-seven experts 
who collaborated in its preparation are as different from one another as anyone in 
the Ferghana Valley. They are as capable of pointing fingers of blame as anyone 
who lives in the three Ferghana countries. These “outsiders” brought to bear yet 
another range of perspectives drawn from their backgrounds in Russia, Europe, 
and the United States. Yet in the end they coordinated their efforts with persistence 
and immense good will. At its conclusion, the Ferghana Project and this book that 
resulted from its four years of work stand as proof that the kind of cooperation 
envisioned here is not only possible today, but highly productive and, no less im-
portant, deeply rewarding for all who choose to engage in it.
