Эта идиома имеет ограничительный смысл. Она указыва-
ет на ситуации, на которые распространяется некое утверж-
дение. В русском языке ей соответствуют слова «когда дело 
касается кого-либо или чего-либо» или «когда речь заходит о 
ком-либо или чем-либо». Например: “Age doesn’t matter when 
it comes to love.” — «Возраст не имеет значения, когда речь 
идет о любви»; “He’s no great shakes when it comes to driving”.

has no equal when it comes to stirring up trouble”. — «По части 
создания неприятностей ей нет равных».
Эту идиому не следует путать с другой идиомой, if it 
comes to that (или просто come to that), которая имеет хож-
дение главным образом в британском варианте англий-
ского языка. Эти слова произносят, желая добавить что-то 
к уже сказанному. Например: “We don’t need a butler, or a 
valet, if it comes to that. We’ve always managed perfectly well
