sixty four (20) when at the first 
session of the UN Conference on Trade 
and Development (21) the internation­
al community (22) took a 
pledge
(23) to tackle this problem (24) in a 
systematic (25) and concerted manner 
(26) and gave to itself (27) the machin­
ery and the framework (28) of a 
dynamic international policy (29) for 
achieving this purpose (30) the United 
Nations Conference (31) on Trade and

progress in the implementation of the re­
