Civil Administration
In the first half of the nineteenth century, the Kokand Khanate was bordered on the 
north by a band of barren steppes, beyond which lay Siberia; on the west by the 
khanates of Khiva and Bukhara; in the south by Karategin, Darvaz, and Kuliab; and 
in the east by Kashgaria (East Turkestan). The Kokand Khanate therefore included 
the current territory of the Ferghana, Andijan, Namangan, Tashkent, a part of the 
Syr Darya River regions of Uzbekistan, the Khujand area of Tajikistan, the Osh 
region of Kyrgyzstan, and southern Kazakhstan. The fortress Ak-Mechet, now the 
city of Kyzyl-Orda, was considered its northern boundary. A. Kuhn, writing in 1871, 
included within the Kokand Khanate Margilan, Shakhrikhan, Andijan, Namangan, 
Sokh, Makhram, Bulak-Bashi, Araban, Balikchi, Chartak, Nookat, Kasan, Chust, 
Babadarkhan, and Kokand itself.

The Kokand Khanate was a typical feudal state with remnants of slavery still 
evident. At the head of state was the khan, wielding unlimited power through his 
leadership of a permanent council of secular and spiritual dignitaries including the 
military leader, the mingbashi. Some of these personages ruled provinces (vilaets) 
and cities, where they directed their own lower officials. The regional heads were 
called hakims, the heads of smaller towns beks, and village heads aksakals—elders 
or “white beards,” who also exercised judicial functions, referring as necessary 
to the authority of the hakims. The khan himself appointed the heads of the larger 
towns, including Kokand itself.
The highest judicial authority was the qazi, whom the khan appointed from 
among the theologians and jurists, with the army having its own judge, the qazi-
askar.

High judicial officials included the sheikh al-islam and sheikh al-mashoih, 
who focused on religious affairs and not only had to have been educated at a ma-
drassa but also had to have made the pilgrimage to Mecca. As noted earlier, half a

dozen other religious offices were limited to those who could claim descent either 
from Mohammed or from the first four caliphs.

We have noted that the top commanders of the army were the mingbashi and 
amir-lyashkar,
the former functioning both as minister of war and also minister of 
foreign affairs. Second in command was the kushbegi, who served concurrently 
as head of a major city, usually Tashkent, and advised the khan. Beneath him were 
arrayed nearly two- dozen ranks of lower officers.

At the top of this structure was the atalyk or vizier, who was always older than 
the khan, and whose stamp of office was considered of equal authority to his.
