Cross-Border Cooperation
The movement of people and trade across borders has everywhere grown in impor-
tance. But in the Ferghana Valley after independence, borders that had been porous 
in Soviet times and nonexistent earlier came to function as barriers to everything but 
trucks carrying goods essential to the national economies. Cross-border commuting 
to workplaces, schools, and markets was sharply curtailed. Crises like the incur-
sions of the Islamic Movement of Uzbekistan in 1999 and 2000, and the Andijan 
events of 2005, called forth security concerns that affected border regimens in all 
three countries. However, it was Uzbekistan that invariably took the most severe 
measures, sharply reducing cross-border transit and trade in the process.
Suffice it to say that in 2006 the total foreign trade turnover along Andijan province’s 
border with the Kyrgyz sector of Ferghana was a mere $2.3 million, only 0.5 percent of 
the province’s external trade turnover. In 2007 there were only eleven registered joint 
ventures between the Uzbek and Kyrgyz sectors of the Ferghana Valley. Evidence of 
the overall isolation of the Ferghana region by the early 2000s can be seen in the fact 
that only 232 industries were registered as having any foreign investment.

The economic importance of removing the various impediments to trade can-
not be overestimated. On July 7, 2007 the governors of Kyrgyzstan’s Ferghana 
provinces of Batken, Jalalabad, and Osh met for the first time with the hakims of 
Uzbekistan’s Andijan, Namangan, and Ferghana provinces. Until common interests 
are more fully identified and procedures for cross-border commerce brought into 
harmony with one another, real progress will be impossible.
On no issue is the problem more acute, and the issues more contentious, than 
the payment for water. In one of many confrontations in this area, both Tajikistan 
and Uzbekistan rejected a 2001 act by the Kyrgyz parliament on the grounds 
that it conflicted with normal international water-management practice for trans-
boundary rivers.
Nor has there been progress in the area of border management and customs. In 
the case of all three Ferghana countries, these are exacerbated by the broadening 
differences among the basic economic strategies of the three countries. Notwith-
standing these many problems, at least one team of international experts is optimistic 
over the future of trade relations among the Ferghana countries. Klemens Greif, 
Martin Reiser, and Toshiaki Sakatsume assessed disintegrated data on consumer 
prices and the prices of nearly thirty export commodities,

and figured in estimates 
on shuttle trade, which is usually understated or ignored. On this basis they denied 
the existence of a negative “border effect,” and concluded that “the Central Asian 
countries are closely integrated; their borders are quite transparent and represent a 
much smaller trade barrier than is generally assumed. The shuttle trade is an effec-
tive instrument for extracting profits from price spreads on consumer goods.”
