EXPLANATORY NOTE

The core legislative acts for developing state educational standards on foreign languages are: the Constitution of the Republic of Uzbekistan, UNO Convention on children’s rights, laws of the Republic of Uzbekistan “On Education”, “On national programme for personnel training”; decrees of the Cabinet of Ministries of the Republic of Uzbekistan “On approving State educational standards for public secondary education” № 390 dated 16 August 1999, «On approving State educational standards for secondary special vocational education” № 400 dated 16 October 2000; as well as

- UzRST 1.0-92. The System for state standardization of the Republic of Uzbekistan;
- UzRST 1.1-92. The System for state standardization of the Republic of Uzbekistan. The procedure for the development, coordination, approval and registration of the standards of the Republic of Uzbekistan;
- GOST 1.5-93. The regulations for exercising interstate activities on standardization. Requirements for the structure, protocol, design and content of standards;
- UzRST 1.9-95. The System of state standardization of the Republic of Uzbekistan. The procedure for the development, coordination, approval and registration of industry standards of the Republic of Uzbekistan;
- GOST 2.105-95. The Common system for constructive documents,
- GOST 2.111-68. The Common system for constructive documents, Norms.
-GOST 6.38-90. Unified system of documents. The system of organizational-directive documents. Requirements for the design of the documents.

The given standard is designed in accordance with the norms of the “Common European Framework of Reference: learning, teaching, assessment».

Foreign language learning in the Uzbekistan system of continuous education based on State educational standards is organized in the order given below:

А 1 level: primary education (1-4 grades);
А 2 level: public secondary education (5-9 grades);
