Annotation: The Institute of taxes is created not only to forcibly withdraw part 
of financial resources from the sphere of their creation to the sphere of budget 
consumption, but also to ensure a relative balance between private, corporate and 
national budget interests. The tax system as an imperative structure for the organization 
of relations between the sovereign (represented by state authorities) and taxpayers is a 
system for the exercise of state power in the formation of the treasury. The tax system 
is a set of tax forms (types of taxes) and ways to manage them within a particular state".

Thus, when defining the concept of a system, it is necessary to take into account 
its close relationship with the concepts of integrity, structure, connection, element, 
relationship, subsystem, etc. The Concept of a system has an extremely wide scope 
(almost every object can be considered as a system), since its sufficiently complete 
understanding implies the construction of a family of relevant definitions - both 
substantive and formal. Only through such a family of definitions can Express the 
fundamental principles that aligned with the principles of the system approach, as 
follows: • the principle of integrity means a fundamental irreducibility of the system 
properties to the sum of properties of its constituent elements of the last properties of 
the whole; the dependence of each object, properties and relationships of a system from 
its place and function within the whole. It is expressed in the system approach in the 
principle of system separation. To formulate an integrative property of a system in the 
system approach, it is necessary to prove that this property is not the sum of the 
properties of individual components of the population. At the same time, separation 
should not be confused with the system's limitations and lack of external links. The
