INTRODUCTION 
ICT policies 
A national ICT policy sets out the nation’s aims, principles and strategies for 
the delivery of information and communications technology. If technology and 
industry are coming together around the internet, governments that decide policy and 
regulate industry must recognize this fact and adapt their policy-making accordingly. 
METHODOLOGY 
Infrasrtucture
Teaching foreign languages is much moredifficult and long period. Using IT is 
demand special infrastructure: the concept of Infrastructure (it’s in specific way) is 
consisted of government support, effective regulatory management, service providers, 
liberalization of ICT Markets. These terms is organize teaching and managing 
specific infrastructure of foreign languages. Let’s discuss every period. 
a)
Government support is the initial step to teaching foreign languages. 
Because the government is the best financial source to reform education system. 
b)
Effective regulatory management is defined in these areas: plan the goals 
and strategies of teaching, set all resources into implemention of planning of 
teaching, monitoring and evaluating teaching performances and lead employees from 
the front. 
c)
Service provider is connected with the digital marketing in education. 
Digital marketing is the huge system in education. It consists of branding, social 
media, content marketing, email marketing, video production, web design, APP 
development and SEM.

Liberalization of ICT Markets are consist of:

allowing effective collaboration

allowing effective networking

allowing sharing of resources

effective accessibility to resources

empoverment in learning 
Decision-making approach is a set of preset assumptions and beliefs about how 
to solve any problem in teaching process.
