The famous American expert, Dr. Juran, made the following statement: The
"top" company obtains a certificate of quality, but this does not mean that the
certificate can be a "top" company. The standards include not only the quality
management practices but also the minimum requirements for the manufacturer. The
standard provides several recommendations for establishing a quality system,
although these recommendations can be helpful in many ways but cannot guarantee
success. The problem is that for an employee who is not well-versed in the field, the
word certificate seems to be more appealing and understandable than the word
quality.
Many foreign experts believe that it is advisable to begin work on self-
assessment based on the requirements of the enterprise's clients, rather than first
introducing ISO 9000 standards in addressing quality system problems. The self-
assessment may be carried out by an enterprise itself or by consultants with relevant
experience. For example, the BNFL, a UK firm, uses regular self-assessment
techniques. This method allows the company to learn from beginning to end to find
out if there is growth in the enterprise and to know where this growth is most needed.
In our opinion, the need for a quality management system in industrial
enterprises can be answered by the following words:
