Literature review. 
The issues of improving the quality management system at 
enterprises are presented by many foreign scientists, in particular I. Annsoff, E. Bem 
Baverk, L. Valras, U. Jevons, D. Locke, K. Menger, V. Published in the scientific 
papers of Pareto, P. Samuelson, F. Ejuort, J. Etinger, F. Crosby, FU Taylor. The 
works of Y.Kornay, R. Kunts, P. Drucker, F. Kotler, B. Carlof, A. Strickland, A. 
Thompson, A. Owen have become classic works on the study of quality management 
as a tool of strategic management in improving competitiveness. [1,2,3] 
GG Azgaldov, GG Belekchyan, GG Versan, GI Nemchenko, AA Bocharov, TA 
Khudyakova, SA Shevchenko on issues of quality management in the 
Commonwealth of Independent States Scientists such as SU Bogatyrev, PV Zabelin, 
AN Petetrov, SG Svetunkov, DV Sokolov and VV Tomilov have been studied [4,5].

Local scientists on studying the general problems of improving the 
competitiveness of products and improving the quality management system in 
Uzbekistan are S.Gulyamov, B.Yu.Khodiev, Y.Abdullaev, A.Bekmurodov, 
BBBerkinov, Sh.N. Zaynutdinov J.Ergashkhodjaeva, M.Yusupov and other scientists 
have done research work [6,7]. 
Although this research by foreign and local scientists is an important theoretical 
and methodological source, the economic literature does not fully understand some of 
the problems associated with the implementation of the system, while the quality 
management system is considered as a factor in ensuring enterprise competitiveness. 
This prevents the full use of the concept of quality management system in the 
development and adoption of effective management decisions. At the same time, it is 
necessary to carry out scientific researches on adaptation of foreign experience to 
activity of domestic industrial enterprises.
