By 2030, it is expected:

reduction of specific greenhouse gas emissions per unit of gross domestic 
product by 10% from the level of 2010; 

twofold increase in the energy efficiency indicator and reduction of the 
carbon intensity of the gross domestic product; 

further development of renewable energy sources with bringing their share to 
more than 25% of the total volume of electric energy generation; 

providing access to modern, inexpensive and reliable energy supply to up to 
100% of the population and sectors of the economy; 

modernization of the infrastructure of industrial enterprises, ensuring their 
sustainability by increasing energy efficiency by at least 20% and wider use of clean 
and environmentally friendly technologies and industrial processes; 

expansion of the production and use of motor fuel and motor vehicles with 
improved energy efficiency and environmental friendliness, as well as the 
development of electric transport; 

significant increase in the efficiency of water use in all sectors of the 
economy, the introduction of drip irrigation technologies on an area of up to 1 million 
hectares and an increase in yield to 20-40% of the crops cultivated on them; 

achieving a neutral balance of land degradation; 

increase to 20-25% of the average productivity of production of the main 
types of agricultural food products. 
The development of this Strategy is the starting point of the State policy in the 
field of implementing the «green» economy and it indicates that the state is 
committed to promoting an integrated approach to sustainable development.
But, trade unions are supporters of the fact that the introduction of the principles 
of «green» economy and development after it should entail a fair transition, when 
social progress, environmental protection and economic needs are brought into the 
framework of democratic governance, where labor and other human rights are 
respected, and gender equality is achieved.

The implementation of this strategy should not be a pretext for postponing 
consistent and ambitious initiatives of trade unions to address the challenges of today 
and tomorrow. Since the actions of the State Strategy for the transition of the 
Republic of Uzbekistan to «green» economy really opens up new opportunities for a 
low-carbon, labor-intensive economy.
In the process of implementing these tasks, trade unions should play a central 
role in order not to miss the opportunity to make our society and workplaces 
sustainable and decent. As a result of the successful process of a fair transition to 
«green economy», potential losses of economic activity, employment and income of 
the population in certain sectors and regions are likely. And therefore, new processes 
in the social sphere of the economy should be able to fully take into account the 
aspects of employment in the fight against climate change, including the full 
institutional participation of trade unions in the planning and implementation of fair 
transition measures at the workplace, sectoral, national and international levels of 
transition.
It is necessary to raise awareness of the importance of fair transitional measures 
among civil servants and the general public, as well as the development of skills, 
vocational training and other measures for the re-employment of dismissed workers 
in all areas.
